Empyrean Data and 2.4.2.1

CCP released the official version of the data dump.
This means that EVE-MEEPs data should be fully accurate and bugs/inaccuracies can once again be blamed on me. I also released a fixed version of the client for proxy settings and some random problems concerning transactions.
